New York Expands Prevailing Wage Protections to Off-Site Fabrication Work
On December 20, 2025, New York State Governor Kathy Hochul signed legislation (S.2536-A/A.2747-A) into law. New York State has taken an important step forward for working people by expanding prevailing wage protections to cover certain off-site custom fabrication work on public projects.
This is a big win for skilled trades workers, including sheet metal workers, as work continues in fabrication shops.
Historically, some off-site fabrication tied to public projects fell into a gray area, allowing wages and standards to be undercut. This new law helps close that gap by recognizing that custom fabrication for public work is still public work, even when it happens off-site.

The law is scheduled to take effect in February 2026.
